The statutory wage ceiling has been increased from ₹15,000 to ₹25,000 per month. This is the first revision since September 2014 and expands mandatory social-security coverage for eligible employees.

WHY WAS THE CEILING INCREASED?

The wage ceiling had remained unchanged since September 2014, despite increases in  wages and minimum wages. According to the EPFO FAQs, the minimum wage for unskilled workers in at least eight States and Union Territories had already exceeded ₹15,000, leaving some workers outside mandatory EPFO coverage. The revision aims to extend social-security benefits to more eligible employees.

WHO IS AFFECTED?

  1. Newly covered employees: Employees earning above ₹15,000 and up to ₹25,000 per month may now come under mandatory EPFO coverage, subject to applicable statutory conditions. Employers are responsible for enrolling eligible employees from 17 September 2026; a separate application from the employee is not required.
  2. Existing members: Employees who were already EPF members but whose contributions were restricted to ₹15,000 may now have contributions calculated on their applicable PF wages up to ₹25,000.
  3. PF wages, not gross salary: The ceiling is determined with reference to wages under Section 2(88) of the Code on Social Security, 2020, and not simply gross salary. For example, an employee with gross salary of ₹50,000 but relevant PF wages of ₹25,000 falls within the revised ceiling. An employee whose relevant wages exceed ₹25,000 may remain outside mandatory coverage if not already a member, subject to applicable rules.
  4. Existing higher-wage contributors: The revision does not automatically require existing members contributing on higher wages to reduce their contribution to ₹25,000.

CONTRIBUTION AMOUNTS FROM OCTOBER 2026

The employee generally contributes 12% of applicable PF wages. The employer also contributes 12%, divided between EPF and EPS as applicable. EDLI contributions and administrative charges are additional.

The ₹35,000 example assumes a contribution base restricted to ₹25,000. EPS membership depends on the applicable eligibility conditions. Minimum administrative charges are ₹500 per month for an establishment with at least one contributing member and ₹75 where there are no active contributing members during that wage month.

Example: For an employee whose applicable PF wages increase from ₹15,000 to ₹20,000, the employee contribution increases from ₹1,800 to ₹2,400 per month. The employer’s 12% contribution also increases from ₹1,800 to ₹2,400, with the employer’s share divided between EPF and EPS as applicable.

The increased employee contribution goes towards the employee’s EPF savings. A higher pensionable wage may also increase pension for eligible members, subject to the applicable EPS formula and conditions. The revision does not automatically increase the pension of existing pensioners. The maximum EDLI assurance benefit remains ₹7 lakh.

SEPTEMBER 2026: CONTRIBUTION CALCULATION

As the revised ceiling took effect on 17 September 2026, the EPFO FAQ requires September contributions to account for two periods: 1–16 September under the earlier ceiling and 17–30 September under the revised ceiling. The September return is to be filed through a single ECR.

For an employee earning ₹20,000 per month, the FAQ provides these illustrations:

Scenario

September contribution basis

Employee contribution

A. Employee becomes a member from 17 September

₹9,333.33

₹1,120

B. Existing EPF member contributing on ₹20,000; EPS starts from 17 September

EPF wages ₹20,000; EPS wages ₹9,333.33

₹2,400

C. Existing member contributing on the old ₹15,000 ceiling until 16 September

₹17,333.33

₹2,080

For Scenario C, the calculation is ₹8,000 for 1–16 September (₹15,000 × 16/30) plus ₹9,333.33 for 17–30 September (₹20,000 × 14/30), giving a total contribution base of approximately ₹17,333.33.

For Scenario B, the employee’s EPF contribution is ₹2,400. The employer’s September allocation is calculated separately: EPF ₹1,622.53, EPS ₹777.47, EDLI ₹100 and administrative charges ₹100. The total statutory remittance is ₹5,000.

The September 2026 ECR and full statutory remittance are ordinarily due by 15 October 2026. Where the additional employee share could not be deducted from September salary for newly covered employees, the FAQ permits recovery in the next payroll cycle without prior approval from the Inspector-cum-Facilitator. The employer must still file the September ECR and remit the full contribution within the prescribed timeline.

OTHER IMPORTANT POINTS

  • Government EPS contribution: Remains 1.16% of wages up to ₹15,000, subject to applicable provisions; the maximum is ₹174 per month per member.
  • PF withdrawal: Up to 75% of the eligible PF balance may be withdrawn in specified circumstances, subject to applicable rules.
  • Interest: The EPFO FAQ states that the EPF interest rate for FY 2025–26 was 8.25%.
  • Employer incentives: Eligible employers may qualify for incentives under PMVBRY, subject to that scheme’s conditions.
  • Effective date: The revised ceiling remains effective from 17 September 2026; it has not been postponed to 1 October 2026.

CONCLUSION & WAY FORWARD

The increase in the EPFO wage ceiling from ₹15,000 to ₹25,000 is a significant step towards widening social-security coverage and bringing more eligible employees within the ambit of provident fund benefits. However, the actual impact of this revision will depend on its proper implementation by employers. Employers should review their existing employee records, identify employees who become eligible under the revised ceiling, and ensure that the applicable contributions are correctly calculated and deposited within the prescribed timelines. Particular care is required while calculating contributions for September 2026, as the revised ceiling became effective from 17 September and requires separate consideration of the two periods. Going forward, timely compliance and accurate payroll management will be essential to ensure that the intended benefits of this revision reach eligible employees.
